Application Status
If you are traveling to the following locations in Xinjiang or Tibet, you need to obtain a border pass.
1️⃣ Tibet: Shigatse, Shannan, Nyingchi, Ali Prefecture
2️⃣ Xinjiang: Hami, Changji Hui Autonomous Prefecture, Altay Prefecture, Tacheng Prefecture, Bortala Mongol Autonomous Prefecture, Ili Kazakh Autonomous Prefecture, Aksu Prefecture, Kizilsu Kirgiz Autonomous Prefecture, Kashgar Prefecture
How to Apply
The border pass can be processed either in your place of household registration or locally in Xinjiang/Tibet.
To save time, we chose to apply at our household registration location—specifically, non‑Beijing residents used a Beijing residence permit to apply in Beijing.
There are two ways to apply in Beijing:
1️⃣ Online: Submit the application online, pay EMS shipping on delivery; takes 2–3 days. Ideal for workers with limited vacation time (🙋 that’s me).
2️⃣ In‑person: Non‑residents go to the public security household registration window at the district government service center corresponding to their Beijing residence permit. The pass can be issued on the spot—good for those in a hurry.
Online Application Guide
Materials Needed
1️⃣ Electronic copy of your ID card or household registration booklet
2️⃣ Electronic copy of your Beijing residence permit (or Beijing work‑residence permit)
You can obtain a screenshot of the Beijing residence permit via the “Jing‑Tong Mini‑Program → Show Permit → Beijing Residence Permit → View Original.”
Submitting the Application
Both mobile and PC can be used, but the mobile version is more user‑friendly (based on our testing).
1️⃣ Mobile: Open the “Ping An Beijing” public account → second menu at the bottom → “Online Beijing Public Security” → “Household Affairs” → “15 Border Management Area Pass Issuance.”
2️⃣ PC: Search “Beijing Public Security Bureau” or go directly to https://gaj.beijing.gov.cn/ → find “I Want to Apply” in the middle of the page → “Household Affairs” → “15 Border Management Area Pass Issuance.”
Filling Out the Form
The steps are identical on mobile and PC; the example below uses the mobile interface.
1️⃣ Choose “Beijing household registration” if applicable; non‑Beijing residents must select the sub‑bureau corresponding to their work‑residence permit.
2️⃣ Enter your personal details as they appear on official documents: household registration, ID, personal info, employer, home address, etc.
3️⃣ Specify the destination and purpose of travel; you can select “tourism” or “self‑drive tour.”
4️⃣ After completing all fields, click “Generate Application Form.”
5️⃣ Upload the required documents: electronic ID or household booklet, and Beijing residence permit.
6️⃣ Choose a delivery method—either pick up in person at the corresponding sub‑bureau or have it mailed via EMS (¥12, cash on delivery).

Processing Time
My application took 2 days:
1️⃣ 2025‑05‑26 17:06 – Submitted the application (recommend applying early; 5 PM feels like after‑hours 😂).
2️⃣ 2025‑05‑27 morning – Staff contacted me to re‑upload the ID photo because the system couldn’t read it; by 13:34 I received an SMS confirming EMS dispatch.
3️⃣ 2025‑05‑28 10:00 – Received the package 😄.
