ISSUE FOR DECISION Whether to authorize transmission of the attached memorandum from you to the President informing him of Chilean President Pinochet's involvement in the Letelier-Moffitt assassinations.
ESSENTIAL FACTORS Several weeks ago you met with Judge Webster to discuss some aspects of the CIA's recent memorandum implicating Pinochet as responsible for ordering the assassination of former Foreign Minister Letelier, which also resulted in the death of Ronni Moffitt. Resulting from your meeting were agreements that the CIA would brief appropriate Department of Justice officials and that either State or CIA would inform the President. On the latter point, we believe it would now be appropriate for you to send the attached memorandum which summarizes the conclusions of the report. We have no indication at this point that the CIA has provided an equivalent briefing for the President.
