ACTION MEMO

U-07-2114/CE JAN 09 2008

FOR: UNDER SECRETARY OF DEFENSE (PERSONNEL AND READINESS)

THRU: UNDER SECRETARY OF DEFENSE (INTELLIGENCE)

FROM: Michael D. Maples, Lieutenant General, USA, Director, Defense Intelligence Agency

SUBJECT: Establishment of the National Center for Medical Intelligence

  • Defense Intelligence Agency (DIA) requests the establishment of the National Center for Medical Intelligence, (NCMI) based on DIA's current Armed Forces Medical Intelligence Center (AFMIC). AFMIC is, de facto, a national intelligence center.

    • AFMIC is the primary producer of medical intelligence for the U.S. government and provides finished, all-source medical intelligence on infectious disease risks, military and civilian medical systems, environmental health risks, medical science and technology, and, in partnership with domestic agencies, homeland health protection.

    • Designation of AFMIC as a national center would be consistent with Departmental actions associated with the renaming of the National Air and Space Intelligence Center (NASIC), the National Media Exploitation Center (NMEC), and the National Ground Intelligence Center (NGIC).

  • Subject to your concurrence, NCMI will be established under DIA through appropriate amendment to Department of Defense Directive (DoDD) 6420.1, "Armed Forces Medical Intelligence Center (AFMIC)", 30 September 1996.

RECOMMENDATION: USD(P&R) approve designation of AFMIC as the NCMI by initialing: Approve _______ Disapprove _______
