I have these additional thoughts:
From everything I hear, CTC is too small to do a 24-7 job.
Admiral Wilson came to see me and has a proposal, which Joan Dempsey is familiar with. Here are the charts. I have asked Rich Haver, and possibly Steve Cambone, to come over with Wilson and brief you on it. I don't want him to go ahead until I know what you think about it and that it is going to fit. I don't know what I will ultimately decide ought to be done, but I sure don't want to go forward with this until I know what you think about it and we have a good sense of where we are going together.
